Regional Transmission
Organization Filings ("RTO"s). The FERC's Order 2000
requires all investor-owned utilities to join an RTO or explain why
they haven't. RTO filings tell how each IOU plans to comply with the
mandate.
NORTHEAST
Consumers has filed
tariff to standardize interconnection of new generators. ER01-318.
American Transmission
Systems (ATSI) has filed an OATT designed to implement the Ohio Retail
