PJM has created a Non-Hourly Metered Customer Pilot Program for PJM’s Emergency and Economic Load Response Programs ER03-807-808.

PJM has eliminated the Available Capacity ("ACAP") Approach From PJM West and Replacement it With the Unforced Capacity ("UCAP") Approach for the Entire PJM Region ER03-807-808.

NYISO has (1) modified its Incentivized Day-Ahead Economic Load Curtailment Program and Day-Ahead Demand Reduction Program ("DADRP"); (2) Removed the Current Bid Cap On 10-Minute Non-Synchronized or Non-Spinning Reserves ("NSR"); and (3) filed Bid Production Cost Guarantee ("BPCG") payments to units on Long Island, New York to the standards of the NYISO’s Market Mitigation Measures ("MMM")). ER03-810, 836 and 873.

ISO New England has set out 1) a General Mitigation Proposal to implement mitigation measures for units in a supplier’s bid portfolio where the supplier has system-wide market power in a specific supply hour); and 2) a Scarcity Pricing Proposal which affects the rules for setting energy prices during peak periods). ER03-849 and 854.

Dominion Retail has sought marketer status. ER03-853


Florida Power Corporation has filed its 1) Annual Costs Factor Updates; and 2) Tariff on Compensation For Purchases From Alternative Power Resource Suppliers. ER03-829 and 855.


Nevada utilities have filed Distribution Loss Factors for Implementation of Retail Access in Nevada. ER03-806.

CALPX has Aligned its Procedures with the California Independent System Operator. ER03-830.
